Winchester’s Arbor Glen Subdivision Master Development Plan Approved

On October 24, 2024, Frederick County approved the Master Development Plan for Rappahannock Development Group’s (RDG) Arbor Glen, a 474-unit townhouse community located adjacent to the Madison Village development minutes south of the City of Winchester.  The approval allows RDG to move forward with development plans for the project with construction expected to begin in late 2025.  Founded in 1744, the City of Winchester offers unique historical, cultural and culinary attractions with a growing employment base and competitive cost of living.  Teaming with homebuilder NVR/Ryan Homes on the development, RDG believes the project will help fill the need for first-time homebuyer inventory in the market.  

The project was approved under Frederick County’s Transfer of Development Rights (TDR) ordinance, which allows property owners in more rural, environmentally sensitive areas of the County to transfer their right to construct homes to properties located within primary growth areas where governmental services can be provided more cost-effectively.  

RDG expects Phase 1 of the development to be delivered and home construction to begin by Q3 2026.
